Tarr Joel A. The municipal telegraph network: origins of the fire and police alarm systems in American cities. The municipal telegraph is one of the technologies that constituted the infrastructure of the emerging networked city in the second half of the nineteenth century. As a communications improvement, it helped in overcoming the city's fragmentation and aided the municipality in dealing with crises of fire and social order. Municipal adoption of a fire alarm telegraphic system was often related to fire department reorganization in a centralized and bureaucatic direction. Large cities adopted the new technology at a rapid rate.

Although some fire protection records do exist, dating back as far as , they are, at best, sketchy. It appears that documentation from years ago was neither as carefully written nor as zealously preserved as it is today. However, when one remembers that the first fire company was established years before the Borough of Elizabeth was incorporated or a Post Office was opened and long before there were public schools, one can more readily forgive these departed brethren. The village property owners, discovering that measures were needed in order to protect their holdings, banded together to form a "Bucket Brigade". Each resident in the town was required to have at least two buckets, and ladders were strategically placed in convenient locations. This company, which eventually was to become Engine Number 1, operated for over twenty years before it was dissolved.
A fire alarm box , fire alarm call box , or fire alarm pull box is a device used for notifying a fire department of a fire. Typically installed on street corners, they were the main means of summoning firefighters before the general availability of telephones. When the box is activated by turning a knob or pulling a hook, a spring-loaded wheel turns, tapping out a pulsed electrical signal corresponding to the box's number. In modern installations a computer receives and translates the pulses; in unmanned installations in small communities, the box number may be sounded out by a horn or bell audible community-wide. Though still in wide use, many communities have removed them, relying instead on the widespread availability of landline and especially cellular telephones. Farmer in Boston , Massachusetts in In John Gamewell of South Carolina purchased regional rights to market the fire alarm telegraph, later obtaining the patents and full rights to the system in

The various fire companies that appeared in proceeding years were similarly equipped and administered on a private basis until , when the City Charter was amended to create and fund equipment, but not staff, for a centralized municipal fire department. The first fire chief of this new volunteer organization, Gardner Kellogg, would also become the first chief of the professionalized department in , as well as the first Fire Marshall in Under pressure from the insurance industry and its citizens, the city council acknowledged the inadequacy of a part-time force to meet the city's expanding need for fire protection.
