Measuring the impact of grant-maker dollars on large-scale social change is difficult at best. Casey commissioned this guide to facilitate advocacy evaluation. The field is relatively new, and, as stated in a recent report by Blueprint Research and Design,there are no standards of practice, acknowledged best practices, nor commonly used methods or tools. As more foundations and non-profits have engaged in advocacy and policy work to addresspublic issues and effect social change, there is a growing desire to gauge the impact ofinvestments in this area. How to evaluate the effectiveness of advocacy and policy work is an emerging question of interest within the philanthropic and non-profit audiences. Policy evaluation does not yet have a consistent language or the commonly accepted standards of practice that have developed alongside program evaluation over the past two decades. Further, only a small handful of examples exist to illustrate how evaluation of advocacy and policy work has been undertaken in the real world.

Ecosystem-based adaptation EbA is the use of biodiversity and ecosystem services as part of a strategy to help people adapt to climate change. Despite the potential of EbA to provide adaptation benefits, there is a lack of consensus on how to measure the success of this approach. This paper reviews the intended adaptation outcomes and indicators used by ongoing and completed EbA projects and addresses the following questions: a where have EbA projects been implemented? To identify the adaptation outcomes provided by EbA and the indicators that could be used to measure such outcomes, we reviewed 58 EbA projects implemented globally, and obtained recommendations from experts on what indicators should be measured. We identified 13 adaptation outcomes that could be achieved through EbA, such as reducing the loss of assets of coastal communities due to extreme events. We identified seven indicators to monitor the success of EbA in achieving adaptation outcomes.
