Because urban planning draws upon engineering , architectural , and social and political concerns, it is variously a technical profession, an endeavour involving political will and public participation, and an academic discipline. Sustainable development was added as one of the main goals of all planning endeavors in the late 20th century when the detrimental economic and the environmental impacts of the previous models of planning had become apparent. Similarly, in the early 21st century, Jane Jacob 's writings on legal and political perspectives to emphasize the interests of residents, businesses and communities effectively influenced urban planners to take into broader consideration of resident experiences and needs while planning. Urban planning answers questions about how people will live, work and play in a given area and thus, guides orderly development in urban, suburban and rural areas. Urban planning is a dynamic field since the questions around how people live, work and play changes with time. These changes are constantly reflected in planning methodologies, zonal codes and policies making it a highly technical, political, social, economical and environmental field.

Land-use planning is the process of regulating the use of land by a central authority. Usually, this is done in an effort to promote more desirable social and environmental outcomes as well as a more efficient use of resources. More specifically, the goals of modern land-use planning often include environmental conservation , restraint of urban sprawl , minimization of transport costs, prevention of land use conflicts , and a reduction in exposure to pollutants. In the pursuit of these goals, planners assume that regulating the use of land will change the patterns of human behavior, and that these changes are beneficial. The first assumption, that regulating land-use changes the patterns of human behavior is widely accepted. However, the second assumption - that these changes are beneficial - is contested, and depends on the location and regulations being discussed.

Land-use planning

Rapid urbanisation generates risks and opportunities for sustainable development. Urban policy and decision makers are challenged by the complexity of cities as social—ecological—technical systems. Consequently there is an increasing need for collaborative knowledge development that supports a whole-of-system view, and transformational change at multiple scales. Such holistic urban approaches are rare in practice.

The implementation of spatial plans is the weakest link of planning; it is insufficiently theoretically explored, methodologically unpositioned and in practice only partially carried out. The main direction in considering improvements in the implementation of plans is that it must be viewed and focused by means of spatial plans in order to as much as possible reduce the impact of all those factors outside the planning system. The study points to the need for and offers the definition of a model of implementation for spatial plans rooted in the theory of planning. The elements and contents of the proposed model of implementation suggest a logical, functional and temporal coherence of all planning decisions covered by the plan. The process of implementing the plan depends directly on the type and method of planning. Four basic models of implementation are defined.
